Jules Duberga is a Senior Managing Consultant, London at BRG.
He has several years’ experience in applying economic theory and quantitative methods to develop valuable solutions for clients on competition matters. His experience ranges from mergers’ impacts and abuse-of-dominance assessments to cartel damages estimations. Prior to joining BRG, he worked in consulting and litigations at other economic consultancies, where he applied competition economics theory and data analytics to frame and solve clients’ problems.
Jules has a Master in economics from Oxford University and a Postgraduate Diploma in EU Competition Law from King’s College London. He remains closely engaged with academic research, having published articles on intermodal competition across transport industries in the UK and France. He has also co-authored numerous articles on developments in UK merger control.

Competition litigation
•Digital markets: Advised Meta in the Gormsen v Meta CPO, leading various workstreams on market definition, multi-sided platforms, related academic literature and empirical analyses.
•Gaming industry: Advised the Class Representative in the Neill v Sony CPO, leading market definition workstreams, related academic literature and empirical analyses.
•Payment Systems: Assisted Visa, challenging the damages claimed by Euronet Worldwide for an alleged breach of Article 101 via a rebuttal expert report.
•Other: Contributed to competition cases across multiple industries including app distribution, smartphones manufacturing, automobile.
Merger control
•Telecoms: (i) Assisted VMO2 in the context of the Vodafone/Three merger, assessing the impact of the merger on network capacity and the parties’ incentives to harm VMO2; (ii) Assessed the impact of a network sharing agreement between Telstra and TPG in Australia as part of an expert report instructed by Optus and used as the basis for the Australian Competition and Consumer Commission’s decision.
•Other: (i) Advised clients on mergers cleared by the European Commission, including Suez/Veolia and Castelli/Lactalis; defined relevant markets and calculated post-merger market shares; (ii) Conducted preliminary assessment for UK, Japanese and global mergers, including in the student accommodations industry, drugstore chains, car parts.
Other matters
•Regulation: Advised three airlines challenging Heathrow’s airport charges; advised on regulatory issues arising from intra‑group loans within football club corporate groups.
•Market study: Advised Meta in the context of the CMA market study on personalised advertising.
•Commercial dispute: Assisted eircom in the context of eircom v BT, commercial disputes on the tender outcome to roll-out fibre in Northern Ireland.
