Head of UK Corporate Secretarial Services, Working at Law Debenture

Patrick Davis is a Director at Law Debenture and leads its UK Corporate Secretarial Services business, bringing over 20 years of senior legal, compliance and governance experience to some of the most complex regulatory environments in which organisations operate.

Patrick's work in sport centres on a simple but urgent challenge: as professional sport becomes more commercially significant and more heavily regulated, the governance frameworks that clubs and organisations rely on must keep pace. He leads Law Debenture's response to the Football Governance Act, working with clubs across the 116-club pyramid to prepare for the new licensing regime supervised by the

Independent Football Regulator. That work spans governance readiness assessments, licence application support, ongoing entity management, board advisory services, whistleblowing compliance and director training tailored to the specific requirements of the Act.

He has hosted and contributed to IFR compliance workshops for football executives, working alongside leading voices from the media, risk management and governance advisory sectors to help clubs translate regulatory requirements into practical board-level action. His view is that the clubs best placed to succeed under the new regime are those that embed governance into how they operate day to day, not just how they report to the regulator.

Patrick's approach to governance in sport draws directly on his experience in some of the most demanding regulated environments in financial services. He qualified as a solicitor at Freshfields Bruckhaus Deringer, training in the Corporate Department, before building a career that took him through investment banking, exchange infrastructure and fintech. He served as Head of Legal and Company Secretary for ICE Futures Europe, ICE Clear Europe and ICE Benchmark Administration, as General Counsel at Allocated Bullion Exchange and Kinesis Money, and most recently as General Counsel, Group Head of Compliance and Company Secretary at CMC Markets, where he held oversight across the UK, EU and Asia-Pacific.

That background in exchanges, clearing houses and regulated markets has given Patrick an unusually practical understanding of what robust governance looks like under regulatory scrutiny, how boards need to function when regulators are paying close attention, and how to design frameworks that are proportionate, durable and genuinely embedded rather than cosmetic. These are precisely the questions the Football Governance Act is now putting to club boards across English football.

Law Debenture has spent decades helping complex organisations navigate new regulatory regimes, from listed company governance to regulated financial services, charities and educational institutions. Patrick leads the firm's effort to bring that rigour to the football sector at a moment when the stakes for clubs, their fans and the wider game have never been higher.
