Role Purpose

The Regulatory Counsel will lead the delivery of Motorsport UK’s regulatory legal function, with primary responsibility for managing day-to-day regulatory matters and the effective triage and progression of instructions received by the Legal Department.

Working closely with the Paralegal and Consultant General Counsel, the role will provide practical legal advice across the organisation, manage both contentious and non-contentious regulatory matters.

The role provides an opportunity to develop broad in-house experience within a national governing body operating across sport, regulation and governance.

Primary Objectives

The Regulatory Counsel will be expected to exercise sound judgement in identifying matters requiring senior input. Complex, strategically significant or high-risk matters will be escalated to the Consultant General Counsel.

These may include serious incidents and litigation, complex disciplinary proceedings, material safety or safeguarding matters, major event arrangements, and strategically significant projects. The role therefore requires someone capable not simply of identifying a legal issue, but of understanding its wider organisational significance and ensuring that risk is appropriately managed and escalated.

Key Responsibilities

In addition to the objectives listed above, the Regulatory Counsel will be responsible for:

Regulatory and disciplinary:

  • Play an integral role in the Legal Department’s case-management and triage process, assessing incoming matters by legal, regulatory, corporate, reputational and liability risk and determining the appropriate route for progression or escalation.
  • Work closely with Motorsport UK’s sporting disciplines to support the development and implementation of their strategies, providing solutions-focused advice while protecting Motorsport UK’s legal, regulatory, liability and reputational position.
  • Advise Motorsport UK officials, including Stewards and Clerks of the Course, on judicial and regulatory processes, procedural requirements and the application of the NCR.
  • Provide post-event legal and regulatory support, including advice arising from judicial decisions, incidents, complaints, appeals and other matters requiring follow-up or escalation.
  • Advise internal teams and stakeholders on the interpretation and application of Motorsport UK’s National Competition Rules and associated policies and procedures.
  • Manage day-to-day regulatory and disciplinary matters, including advising on complaints, regulatory queries, disciplinary matters, safeguarding investigations, licence matters and case correspondence.
  • Support the preparation and progression of matters referred to the National Court and other judicial or disciplinary processes.
  • Draft and review regulations, policies, procedures and regulatory guidance, and support the ongoing development of Motorsport UK’s regulatory framework.
  • Attend and advise on Motorsport UK’s Judicial and Rules Committees.
  • Preparation and implementation of Motorsport UK’s National Court, with the prospect of development into advocacy for Motorsport UK, with the support of the Consultant General Counsel.
  • Manage, advise and respond to escalated complaints under Motorsport UK’s Complaint Policy.

Legal enquiries and stakeholder management:

  • Manage and triage incoming Legal Department enquiries from internal and external stakeholders, ensuring matters are appropriately prioritised and allocated.
  • Provide clear, pragmatic and commercially focused advice to teams across Motorsport UK.
  • Maintain appropriate records of legal instructions, advice and case progression.
  • Support the development of guidance, templates and self-service resources to enable departments to manage routine matters independently.

Team management:

  • Provide day-to-day supervision, training and support to the Commercial Counsel and Paralegal, including allocation and review of work and development of legal and regulatory knowledge.

Wider legal support:

  • Support the Consultant General Counsel on more complex regulatory matters where required.
  • Support governance, safeguarding, claims and litigation matters where appropriate.
  • Contribute to regulatory and policy development and implementation across the organisation.

Core Competencies
