The adjudicatory chamber of the independent Ethics Committee has found Mr Issa Hayatou, former CAF president, former FIFA President ad interim, FIFA Vice-President and member of the FIFA Council, as well as Honorary FIFA VicePresident, responsible for having breached article 15 (Duty of Loyalty) of the FIFA Code of Ethics.

£750 fine - A breach of Rule (E)12 of the Rules of Racing in that on 29 June 2021 FOREVER BRIGHT (IRE) ran in The Peter Villars Sportsground Maintenance Restricted Maiden Stakes (Class 5) at Chepstow, where it had been reported by the Veterinary Officer that the horse appeared to be suffering from ringworm.  The skin scrapings taken from FOREVER BRIGHT (IRE) were reported by Rossdales Laboratories as being positive for ringworm.

Salazar permanently banned from track and field due to misconduct

Alberto Salazar, once the head coach of the Nike Oregon Project, was permanently barred from participating in track and field on Monday by the U.S. Center for SafeSport, an independent non-profit organisation that provides sports with guidelines on how to provide safe environments for athletes and training for coaches and administrators, which cited Salazar for sexual and emotional misconduct.

£750 fine - A breach of Rule (J)24 of the Rules of Racing in that he did not complete the BHA’s mandatory online Safeguarding training which all trainers are required to complete in order to comply with the licensing requirements imposed on them.  Reminder letters were sent to all trainers on 24 September 2020, 17 November 2020 and 8 December 2020.  Also, the National Trainers Federation published in their newsletter reminders to all trainers on 30 September 2019, 31 January 2020, 6 November 2020 and 3 December 2020.  On 27 January 2021 a final letter was sent to him advising that the training had to be completed by yourself by 3 February 2021

AAA Arbitrator Imposes Four-Year Sanction on Weightlifting Athlete James Nelson for Anti-Doping Rule Violation

USADA announced today that an independent arbitrator from the American Arbitration Association (AAA) has concluded the case of weightlifting athlete James Nelson, of Fort Worth, Texas, and has determined that Nelson should receive a four-year sanction for his anti-doping rule violation. The decision comes after the facts of the case were presented and fully argued at an evidentiary hearing on June 10, 2021.

The international testing agency (ITA) publishes a report on anti-doping rule violations (ADRVs) following a series of allegations of misconduct by the international weightlifting federation (IWF), providing an overview of the findings of the investigation into approximately 146 unresolved cases over the 2009-2019 period. The report notably uncovers mishandling and impropriety on the part of certain IWF Officials in relation to its anti-doping program. As a consequence of these discoveries, the ITA has – among other follow-up actions – asserted ADRVs against former IWF president Tamas Ajan, IWF Vice-President Nicolae Vlad, and Hassan Akkus, President of the European Weightlifting Confederation.

Tokyo, 2 August 2021 – The Ad Hoc Division of the Court of Arbitration for Sport (CAS) has registered the following new applications:

CAS OG 20/12 Nazar Kovalenko v. World Athletics (WA) & Athletics Integrity Unit (AIU)

The Ukrainian racewalker Nazar Kovalenko filed an application on 1 August 2021 seeking to overturn the AIU’s decision to declare him ineligible to compete in the Olympic Games Tokyo 2020 due to an alleged failure to meet the requirements of Rule 15 of the WA Anti-Doping Rules (missed out of competition doping tests), and an order that WA, AIU and/or the International Olympic Committee (IOC) take all reasonable measures to facilitate his participation in the 20km Race Walking event at the Olympic Games Tokyo 2020, scheduled for 5 August 2021. The Panel of arbitrators appointed to decide this dispute will hold a hearing with the parties on 3 August 2021.

Tokyo, 19 July 2021 – The Ad Hoc Division of the Court of Arbitration for Sport (CAS) has issued its decision in the matter OG 20/03 Jennifer Harding-Marlin v. St Kitts & Nevis Olympic Committee (SKNOC) & International Swimming Federation (FINA). The International Olympic Committee (IOC) and the St. Kitts & Nevis Swimming Federation (SKSF) were involved in the procedure as interested parties.

1. On 1 July 2021 the independent Disciplinary Panel of the British Horseracing Authority (BHA) sat to consider the appeal from the owner and trainer of DRAGON SYMBOL, (ridden by Oisin Murphy) against the finding on 18 June 2021 of the Ascot Stewards who reversed the placings in The Commonwealth Cup (Class 1) (Group 1) (British Championship Series) over 6f where DRAGON SYMBOL was first past the post beating CAMPANELLE (IRE) (ridden by Frankie Dettori) by a head.

. Separately, Mr Murphy was found guilty of careless riding and suspended for four days. That decision is not the subject of any appeal.

BHA Disciplinary - Cam Hardie

The independent Disciplinary Panel of the British Horseracing Authority convened on Thursday 8 July 2021 to hear an Appeal brought by Cam Hardie, a licensed jockey, against the finding of the Stewards at Newcastle racecourse finding him in breach of the Rules of Racing prohibiting Improper Riding and imposing a penalty of a suspension of 4 days.

THE INTERNATIONAL TESTING AGENCY (ITA) CONFIRMS THE IMPOSITION OF SANCTIONS BY THE INTERNATIONAL WEIGHTLIFTING FEDERATIONS’ (IWF’S) MEMBER FEDERATION INDEPENDENT SANCTIONING PANEL AGAINST THE VIETNAMESE AND COLOMBIAN WEIGHTLIFTING FEDERATIONS UPON REFERRAL BY THE ITA. THE ITA WILL ALSO REFER THE TURKISH WEIGHTLIFTING FEDERATION BEFORE THE IWF INDEPENDENT SANCTION PANEL FOR MULTIPLE VIOLATIONS.

Disciplinary Commission - Derby County sanction verdict and fixture list publication

An independent Disciplinary Commission has delivered its verdict on sanctions for Derby County relating to ongoing disciplinary proceedings.

In May, an Independent League Arbitration Panel ruled that the Disciplinary Commission was wrong to dismiss the League’s expert accountancy evidence, which demonstrated that the Club’s policy regarding the amortisation of player registrations was contrary to standard accounting rules.
