I am pleased to share with you our recent news in the GLMS July 2021 newsletter filled with updates, new members, reports and policy news.
I am delighted and privileged to have been appointed President of GLMS for a 3rd consecutive term after two very exciting mandates and I would like to take this opportunity to thank all GLMS members for the renewed trust. During the last two terms we have been able to set very solid foundations to drive the success of our association in the titanic fight against Match Fixing and to protect Sports Integrity worldwide.
I am fully convinced that GLMS represents a tremendous vehicle not only for our Association and its members but also for all other key interested stakeholders, our communities, and our society as a whole.
During the month of June, we participated for the first time as official “observers” to the Council of Europe Convention’s Follow up Committee meeting, during which GLMS was able to present its own strategic objectives and drivers to support the Council to meet the challenges ahead. Our organization was the only one invited as observers with Interpol and IOC.
On the operational side, the focus has been very much on the major sport events taking place during the month such as Euro 2020, Copa America 2020 as well as the Tennis tournaments of Roland Garros and Wimbledon. GLMS also set up for the first time an internal ad hoc monitoring group for its members, who met various times with the GLMS Integrity Hub team and the General Secretariat during the Euro 2020 and Copa America 2020 competitions to follow and assess the development of the tournaments, in parallel to an institutional level working group in which GLMS participates with UEFA and local national platforms.
I would like to take this opportunity to encourage you to continue to stay vigilant and strong despite the enlightening of measures, and to wish you a great summer.

GLMS Members elect new Executive Committee 2021-2023
Ludovico Calvi (Lottomatica) re-appointed President during online GLMS General Assembly on 17 June 2021
During GLMS’ regular General Assembly Meeting of its membership, this year exceptionally held online due to the ongoing pandemic, the Executive Committee of GLMS for the period 2021-2023 was elected.
Executive Committee 2021-2023
According to GLMS Statutes, the Executive Committee forms one of the four governing bodies of GLMS, together with the General Secretariat, headquartered in Lausanne, the General Meeting (membership) and the Auditors. The Executive Committee is made up of 8 members, including a Chair, acting as President, and a Vice Chair. Committee Members have to each represent a different country lottery.
Ludovico Calvi (Board member, Lottomatica – Italy) has been re-appointed President of the Association for his 3rd mandate. Gilles Maillet, (Sport Integrity Director, La Française des Jeux- France) has been appointed as Vice-Chair for his 1st mandate, replacing Rupert Bolingbroke (Hong Kong Jockey Club), who did not stand for election this time.

GLMS participates in 2nd Macolin Convention Committee meeting
On 23-24 June, the Council of Europe concluded the second statutory meeting of the Macolin Convention's Follow-Up Committee, online, including the Parties to the Convention and the Observers.
GLMS, represented by its delegate Cassandra Fernandes, Legal and Projects Manager, as well as Ludovico Calvi, GLMS President, delivered an update on GLMS activities, and reiterated the importance of the lotteries within the national context and platforms in tackling sports manipulations.
Decisions - New bureau, GoC Advisory group, new Observers, Priorities
The Committee oversees the implementation of the Convention on the manipulation of sports competitions. A number of important decisions were taken at the meeting (see here <https://glms-sport.us17.list-manage.com/track/click?u=d3dd17a9afdcf674100aa8954&id=ba5be74c65&e=0ecbf43990>). The Committee notably elected its Bureau for its 2 year mandate, which sees Greek Secretary of State, Mr. George Mavrotas as Chair, together with Advisor to the Secretary of State for Youth and Sport, Pedro Carvalho as Vice-Chair and representatives from Switzerland, Romania and Moldova completing the bureau.
The Committee also adopted the terms of reference of an Advisory Group related to the Group of Copenhagen, and examined ways of improving the Committee’s work and the Convention’s implementation.
It identified priorities for the incoming period, including a draft list of sport organisations and the basis for a discussion on Malta’s recent commitment to sign the Convention <https://glms-sport.us17.list-manage.com/track/click?u=d3dd17a9afdcf674100aa8954&id=474d24edd2&e=0ecbf43990>.
The delegates from the seven states parties (Greece, Italy, Norway, Portugal, the Republic of Moldova, Switzerland and Ukraine) as well Observers (IOC, Interpol and GLMS) participated. In addition, two new observers were validated by the Committee, namely UEFA and FIFA, who will be participating at the next meeting in Autumn 2021.

GLMS participates in partner project Integrisport Next fact-finding missions
GLMS' partner project, Integrisport Next, educating law enforcement agencies and judiciary in investigating and tackling sports manipulations, has had a great kick off. The fact-finding missions, carried out online with various national stakeholders in the partner countries, Cyprus, Malta, Georgia, Finland and Estonia, has set the foundation for awareness raising sessions.
The project is co-financed by the ERASMUS+ EU Programme and co-ordinated by CSCF Foundation for Sport Integrity, who also successfully ran the first phase of the project between 2019-2021, creating a marked increase in knowledge and understanding of tackling sports manipulations, according to evaluation surveys.
During the interviews, experts as well as GLMS as a partner, had the opportunity to meet representatives of relevant national stakeholders in sport and those working with sport and learn their views and mindsets about sports manipulations in the country.
This gives a deep foundation for the curriculum, as well as an unmissable opportunity to learn good practices through the project and connect the individual efforts into a much more effective network.
All sessions of the Online Fact-Finding Missions are now over and a final report will be compiled
in order to be ready for the awareness-raising sessions to be held in the next phase of the project that will last until December 2022.

GLMS participates in Brazilian Gambling Law Committee Panel in 'Rules of the Game' Series
Initiating the public activities of the OAB/DF Gaming Law Committee of the Brazilian Bar Association, "The Rules of the Game" series kicked off with an inaugural seminar ''Brazil seen from outside'. Cassandra Fernandes, GLMS Legal and Projects Manager, participated together with other international speakers who know and follow the Brazilian and global markets.
The OAB/DF Gaming Law Commission was created to encourage the participation of lawyers, lawyers and professionals from other areas in the discussion on the regular organization of the market and its respective development.
The panel, moderated by Sergio Garcia Alves, Chair of the Gambling Law Committee, was very timely, as the gaming regulatory market in Brazil is currently a hot topic.
The topics discussed included:
Legal framework for games and regulation of the subject;
Responsible Gaming and public health;
Governance and regulation arrangements for state lotteries;
Sports betting and integrity in sport;
Foreign investments in the Brazilian gaming market;
Casinos, regional development and tourism;
Regulatory models of success in comparative law;
Legislative, legal and doctrinal updates in Brazil and in the worl
Operational Update
1 match alerted in a busy major tournament month of June
In a month full of high level competitions including the UEFA Euro, Copa America, NBA Finals, Tour de France, Stanley Cup Finals, WImbledon and Roland Garros, 1 match was alerted to our partner and 5 detailed integrity reports were produced and shared with relevant parties.
The GLMS team raised an alert on only 1 match to Partners in June. They also produced 5 detailed integrity reports that were shared with relevant parties.

MEMBER NEWS
The WLA welcomes new Members and Associate Members
GLMS' Collective member, World Lottery Association, at its most recent meeting of the Executive Committee, held via teleconferencing on Thursday, June 24, 2021, provisionally accepted three new Regular Members and accepted three new Associate Members.
Members of the World Lottery Association as well as regional lottery associations, including EL, CIBLAE, NASPL, are eligible to become GLMS members if they provide sports betting.
Regular Members
WLA Regular Members are organizations licensed or authorized to conduct lotteries and/or sports betting operations by a jurisdiction domiciled in a state recognized by the United Nations. Sales of games of chance and/or skill must account for the majority of the organization’s total annual gross revenues, and the majority of the organization’s net revenues must be dedicated to the public good. The three new members provisionally accepted by the WLA into the association are:
Varelotteriet, Denmark, ODDSET Sportwetten GmbH, Germany and
Lottomatica Scommese, Italy.
Associate Members
Associate membership of the WLA is open to any supplier of goods or services to state-controlled lottery or sports-betting operators, whose business practices are compatible with the aims and objectives of the association. These can then also become GLMS associate members in the interest of sport betting integrity.The three organizations accepted by the WLA as new associate members are:
EveryMatrix, Malta, Paytronix Systems (Pty) Ltd., South Africa and China Gaming Technology Co., Ltd.

EL elects new Executive Committee and adopts Resolution on Corporate Social Responsibility
GLMS' Collective member, European Lotteries, through their members, during a special live General Assembly announcement event on 4 June, elected the new Executive Committee and (re)appointed Hansjörg Höltkemeier as President for the period 2021-2023.
Members also adopted the EL Resolution on Corporate Social Responsibility (CSR) <https://glms-sport.us17.list-manage.com/track/click?u=d3dd17a9afdcf674100aa8954&id=f9a131481f&e=0ecbf43990>and made the Association’s Responsible Gaming Certification mandatory for all Members.

LEGAL UPDATES
ICC V Heath Streak: A Landmark Eight Year Ban For Corrupt Conduct; Canada passes single event sports bteting bill; US Wire Act threat fades
The Canadian Senate on 22 June 2021 passed the C-218 bill, which permits each province to approve single-game wagering. The bill was voted at 57-20 with five abstentions and could enable the first legal wagers to be placed already in 2021. Only Royal Assent is needed for the bill to pass to law. Following that, sportsbook operators will be able to work with provincial partners and individual Canadian jurisdictions shall regulate, approve and license sportsbooks. Cricket. On 14 April 2021, the ICC Anti-Corruption Unit (ACU) announced that Heath Streak, the leading all-time wicket taker for the Zimbabwean men’s cricket team, had entered into an ‘Agreed Sanction’ with the ICC, pursuant to which he has been made ineligible from participating in cricket for a period of eight years from the date of the decision. Mr Streak admitted several breaches of the Code and that his behaviour amounted to Corrupt Conduct. US lottery and gaming operators can trade without the threat of falling foul of the Wire Act after the deadline passed this week for the US Department of Justice (DOJ) to appeal against the most recent legal interpretation of the federal act which found it applied solely to sports betting. The DOJ’s inaction brings to an end nearly three years of uncertainty for the lottery and gaming sectors following a ruling in 2018 by the Office of Legal Counsel (OLC) on behalf of the DOJ that overturned a 2011 ruling by extending the Wire Act to cover all forms of internet gambling. Projects
GLMS is a proud partner of a number of relevant projects in the field of sport integrity
Integriball <https://glms-sport.us17.list-manage.com/track/click?u=d3dd17a9afdcf674100aa8954&id=b88af79f9c&e=0ecbf43990> is currently providing education seminars for youth and women football players across the football federations of Belgium, Czech Republic, Greece, Malta and Cyprus. The presentations were prepared with the federations, experts and GLMS. GLMS also provided an insightful training to the partner football federations on monitoring activities, integrity reports and their use at national level. The ERASMUS+ project run by CSCF Foundation for sport Integrity ends in December 2021.
FLAGS builds upon the achievements of the Global Football Alert Analysis Workshop (GFAAW) set up by the Council of Europe to fight manipulation in football, with the support of FIFA, to bring together the main actors, pool their expertise, resources and analyses. FLAGS aims at identifying ‘flagged’ teams to be notified to national platform coordinators, together with law enforcement authorities in order to be monitored for a determined period of time. FLAGS also aims at providing a secure space for the sharing and analysis of relevant information. GLMS is one of the partner of the project.
Integrisport Next <https://glms-sport.us17.list-manage.com/track/click?u=d3dd17a9afdcf674100aa8954&id=2e62efb963&e=0ecbf43990> is a next phase project run by CSCF Foundation for Sport Integrity, with GLMS as a partner, following on from Integrisport and will run from Jan 2021 until Dec 2022, involving law enforcement and judiciary from Cyprus, Estonia, Finland, Georgia, Malta and Sweden. We are currently in the fact finding phase speaking to relevant stakeholders to prepare the implementation phase.
KCOOS+ <https://glms-sport.us17.list-manage.com/track/click?u=d3dd17a9afdcf674100aa8954&id=e3b73135f1&e=0ecbf43990> is implementing the tools developed within the framework of the Network of National Platforms (Group of Copenhagen).
GLMS has been contributing to the desk development of all projects and also has some interesting new prospects in the pipeline!

The International Tennis Integrity Agency (ITIA) has confirmed that Colombian tennis player Carlos Andrés Sepúlveda Navarro has been banned from the sport for three years after admitting to multiple breaches of the Tennis Anti-Corruption Program (TACP) rules related to manipulations of sports competitions. In addition to the ban, Sepúlveda Navarro was fined $10,000 with $8,000 suspended.

Gaming Laboratories International (GLI) has been appointed by the Lotteries and Gaming Regulatory Board of Uganda to support them in developing new technical standards for the gaming industry in the country.
