Press Release

21st March 2019

The Canadian Centre for Ethics in Sport (CCES) announced today that Kyle Borsa, a U SPORTS football athlete affiliated with the University of Regina, received a 16-month sanction for an anti-doping rule violation. The athlete’s urine sample, collected during out-of-competition doping control on October 16, 2018, revealed the presence of higenamine, a prohibited beta-2 agonist.

Higenamine is classified as a “specified substance” on the Prohibited List. Under the rules of the Canadian Anti-Doping Program (CADP), an athlete facing a first violation involving a “specified substance” will be given a proposed sanction based on the CCES’s assessment of the athlete's degree of fault.

In response to the CCES’s notification of the adverse analytical finding, Mr. Borsa admitted the violation in a timely fashion (in accordance with CADP rule 10.11.2), and a hearing was held to determine the sanction length. Arbitrator Jeffrey J. Palamar confirmed the violation and imposed a sanction of 16 months ineligibility from sport, ending February 15, 2020. During the sanction period, the athlete, who resides in Regina, SK, is ineligible to participate in any capacity with any sport signatory to the CADP, including training with teammates.
