WADA suspends the accreditation of the Mexico City laboratory

24 November 2016 - The World Anti-Doping Agency (WADA) has suspended the accreditation of the Laboratorio Nacional de Prevencion y Control del Dopaje-CONADE (the “Laboratory”) in Mexico City, Mexico for a period of up to 6 months.

The suspension, which took effect on 23 November 2016, prohibits the Laboratory from carrying out any anti-doping activities including all analyses of urine and blood samples. During the period of suspension, samples are required to be transported securely to another WADA-accredited laboratory, ensuring that athletes can have full confidence in continued high quality sample analysis and the wider anti-doping system. The decision to suspend the laboratory is a direct result of the more stringent quality assessment procedures enacted by WADA to ensure laboratories maintain the highest standards.

Pursuant to Article 13.7 of the World Anti-Doping Code (Code), the Laboratory may appeal this decision to the Court of Arbitration for Sport within 21 days of receipt of notice.

During the period of suspension, the laboratory shall address all non-conformities identified by the Laboratory Expert Group or WADA in any request for corrective action or otherwise, as well as any additional non-conformities identified during WADA’s laboratory site visit. The Laboratory Expert Group should decide whether the Laboratory should be required to review any test results it previously reported and/or re-analyze any samples with respect to which it previously reported an Adverse Analytical Finding. If the laboratory satisfies WADA in meeting these requirements, it may apply for reinstatement prior to the expiry of the six-month suspension period. Should the laboratory not address the non-conformities by the end of the six-month suspension period, WADA may extend the suspension of the laboratory’s accreditation for an additional period of up to six months.

According to the International Standard for Laboratories (ISL), WADA is responsible for accrediting and re-accrediting anti-doping laboratories, thereby ensuring that they maintain the highest quality standards. This monitoring process is conducted in conjunction with ISO assessment by independent national accreditation bodies that are full members of the International Laboratory Accreditation Cooperation (ILAC).

Whenever a laboratory does not meet ISL requirements, WADA may suspend the laboratory’s accreditation (see decision below).

Decision of the Chairman of the WADA Executive Committee:

  1. The WADA accreditation of the Mexico City Laboratory shall be suspended for a period of
    up to 6 months or until such time that any outstanding non-conformities are satisfactorily addressed.
  2. The suspension shall be effective immediately and be notified to all stakeholders by announcement on the WADA website, in accordance with ISL Art 4.4.14.3.
  3. All samples not yet analysed and all samples currently undergoing “A” or “B” confirmation procedures, and all samples where a presumptive analytical finding has been reported as of the date of this decision, shall be securely transported with a demonstrable chain of custody to another WADA-accredited laboratory as soon as possible and no later than 14 calendar days following the date of this decision.
  4. The suspension period is intended to provide an opportunity for the Mexico City Laboratory to focus all its efforts into concrete improvements to its operations with the objective of ensuring future compliance.
  5. A laboratory site visit and satisfactory analysis of EQAS samples shall also be conducted at the Laboratory's expense during the period of suspension, at a date to be determined by WADA, taking into account the time required by the Mexico City Laboratory to address the non-conformities identified in this recommendation or otherwise identified by the Laboratory Expert Group (LabEG).
  6. During the period of the suspension, the Laboratory shall address all non-conformities identified by the LabEG or WADA in any request for corrective action or otherwise, as well as any additional non-conformities identified during the above WADA site visit. The LabEG should decide whether the Mexico City Laboratory should be required to review any test results it previously reported and/or re-analyze any samples with respect to which it previously reported an Adverse Analytical Finding.
  7. The Laboratory may apply to the Chair of the WADA Executive Committee for reinstatement of its WADA accreditation prior to the expiry of the six month suspension period if it has satisfactorily completed item 6. In support of that application, the Laboratory shall provide documentation sufficient to demonstrate that all remedial and preventive actions required by WADA have been implemented in full, such that the Chair of the WADA Executive Committee can be confident in the accuracy and reliability of the doping control sample testing conducted by the Mexico City Laboratory moving forward.
  8. Should any identified non-conformities not be satisfactorily resolved by the Mexico City Laboratory by the end of the suspension period, WADA may extend the suspension of the Laboratory’s WADA accreditation for an additional period of up to six months, in accordance with ISL Art 4.4.13.2.1.

 

L’AMA suspend l’accréditation du laboratoire de Mexico City

le 24 novembre 2016 - L’AMA a suspendu l’accréditation du Laboratorio Nacional de Prevencion y Control del Dopaje-CONADE (le Laboratoire) de Mexico City, au Mexique, pour une période de six mois.

Cette suspension, entrée en vigueur le 23 novembre 2016, interdit au Laboratoire de pratiquer toute activité antidopage, y compris des analyses d’échantillons d’urine et de sang. Durant cette suspension, les échantillons devront être transportés en toute sécurité vers un autre laboratoire accrédité par l’AMA afin que les athlètes puissent garder confiance en la qualité des analyses des échantillons et dans le système antidopage. La décision de suspendre le Laboratoire résulte directement des procédures d’évaluation de la qualité plus strictes mises en application par l’AMA pour veiller à ce que les laboratoires maintiennent les normes les plus rigoureuses.

En vertu de l’article 13.7 du Code mondial antidopage, le Laboratoire peut porter la décision en appel devant le Tribunal arbitral du sport (TAS) dans les 21 jours suivant la réception de la notification.

Durant la suspension, le Laboratoire devra remédier aux non-conformités relevées dans le cadre de son programme du Système externe d’évaluation de la qualité (EQAS) ainsi qu’à toutes les autres non-conformités repérées lors des visites qui seront effectuées par l’AMA durant cette période. Si le Laboratoire satisfait aux exigences du Comité disciplinaire, il pourra demander que son accréditation soit rétablie avant la fin de la suspension de quatre mois. Si le Laboratoire ne remédie pas aux non-conformités à la fin de la période de quatre mois de suspension, l'AMA peut prolonger de six mois la suspension de l'accréditation du Laboratoire.

Selon le Standard international pour les laboratoires (SIL), l’AMA est responsable de l’accréditation et de la réaccréditation des laboratoires antidopage et doit donc s’assurer qu’ils respectent les normes de qualité les plus élevées en vigueur. Ce processus de surveillance est exécuté parallèlement à une évaluation ISO par des organismes d’accréditation nationaux indépendants qui sont membres en règle de la Coopération internationale d’accréditation des laboratoires (ILAC).

Lorsqu’un laboratoire ne remplit pas les exigences du SIL, l’AMA peut suspendre son accréditation (voir la décision ci-après).

Décision rendue par le président du Comité exécutif de l’AMA:

  1. L’AMA a suspendu l’accréditation du laboratoire pour une période de six mois ou jusqu’à ce que tous les points de non-conformité relevés soient traités de façon satisfaisante.
  2. La suspension entre en vigueur immédiatement et est notifiée à l’ensemble des partenaires via une annonce sur le site Web de l’AMA, conformément à l’article 4.4.14.3 du SIL.
  3. Les échantillons qui n’ont pas encore été analysés, ceux qui sont soumis à la procédure de confirmation de l’échantillon « A » ou « B » et ceux qui ont donné lieu à un résultat d’analyse présumé anormal à compter de la date de la décision doivent être transportés conformément à une chaîne de sécurité concrète vers un autre laboratoire accrédité par l’AMA, dans les meilleurs délais, au plus tard dans les quatorze (14) jours après la date de la décision.
  4. La période de suspension est destinée à donner l’opportunité au laboratoire de Mexico City de consacrer tous ses efforts sur des améliorations concrètes de ses opérations dans le but d’assurer sa conformité dans le futur.
  5. Au cours de la période de suspension, l'AMA effectuera une visite de site aux frais du Laboratoire, à une date à déterminer par l'AMA, en tenant compte du temps requis par le laboratoire de Mexico City pour remédier aux non-conformités identifiées dans la présente recommandation ou autrement identifiées par Le Groupe d’experts Laboratoire (LabEG).
  6. Durant la suspension, le Laboratoire doit remédier aux non-conformités identifiées par le LabEG ou par l’AMA pour toute demande de mesures correctives et autres, ainsi que toute non-conformité supplémentaire identifiée lors de la visite de site de l'AMA pendant la période de suspension. La LabEG décidera si le Laboratoire de Mexico doit être tenu d'examiner les résultats de tests qu'il a précédemment rapportés et / ou de réanalyser les échantillons pour lesquels il a déjà signalé un résultat d'analyse anormal.
  7. Le Laboratoire pourra demain au président du Comité exécutif de l’AMA que son accréditation soit rétablie avant la fin de la période de suspension de six mois s’il a complété de façon satisfaisante le point 6. Pour appuyer cette demande, le Laboratoire fournira une documentation suffisante pour démontrer que toutes les mesures correctives et préventives requises par l'AMA ont été intégralement appliquées, de sorte que le président du Comité Exécutif de l'AMA puisse, à l’avenir, être confiant dans l'exactitude et la fiabilité du contrôle antidopage des tests d'échantillonnage effectué par le laboratoire de Mexico City.
  8. Dans le cas où les points de non-conformité ne sont pas résolus de façon satisfaisante par le Laboratoire, avant la fin de la période de suspension, l'AMA peut prolonger la suspension de l'accréditation du Laboratoire pour une période supplémentaire de six mois, conformément à l'article 4.4.13.2.1 de l'ISL
